The construction, facilities, equipment and business services of the guesthouse should have the necessary safety conditions in public order, fire protection and sanitation. The relevant departments should simplify procedures, improve efficiency, support and promote the development of the guesthouse industry, and specific measures shall be formulated by the provincial people's government.

[Article 53] Article 53 stipulates that urban and rural residents can use their own homes with ownership or use rights to engage in homestay tourism, and provide services for tourists on vacation, sightseeing or experience rural life.
[Article 56] Article 56 stipulates that those engaged in bed and breakfast tourism operations shall abide by the relevant regulations of the state and the province on the management of bed and breakfast tourism; if relevant licenses are required by law, the relevant departments shall simplify the examination and approval procedures.
[Article 57] Article 57 stipulates that tourist homestays that have been opened for business shall be filed with the local county (city, district) people's government's cultural and tourism authority for registration within 30 days of their official business.
